Commercial wireline carriers are looking for ways to reach each other's hearts. Fierce competition forces them to consolidate their business. The situation in wired communications is increasingly beginning to resemble the situation in the mobile telephony market. Both here and there are three centers of gravity - Moscow AFK Sistema and Alfa Group, as well as St. Petersburg Telecominvest.
Although the wireline communications market in the capital is growing, competition between Moscow alternative operators has seriously intensified over the past two years. The “big fish” have practically been “chosen”, and today the increase in subscribers is mainly due to small and medium-sized enterprises. “Currently, about 80% of operators’ income comes from large clients, 20% from small and medium-sized ones. However, there is a steady trend - operators’ income from services provided to small and medium-sized businesses is increasing. More and more new clients are coming from these sectors,” says the first deputy general Director of the Sovintel company Mikhail Muraev.

The client is petty and picky
"Small" customers of wireline operators are becoming more and more picky. “Subscribers have become more picky. Now almost every new client can only be obtained through a tender, so operators have to fight with each other,” says Dmitry Dronov, marketing director of MTU-Inform. “In addition, telephony services alone are not enough for the client "He, as a rule, purchases a whole package - telephone, Internet access, and other additional services." In this situation, operating companies are thinking about business consolidation. In Moscow, consolidation is taking place around two large holdings - Sistema Telecom and Golden Telecom. Thus, a few months ago, the Golden Telecom company announced its intention to buy out a stake in the wireline operator Sovintel from Rostelecom (the second stake in Sovintel belongs to Golden Telecom itself). Within Sistema Telecom, last year the business of two operators merged - MTU-Intel and PTT-Teleport. However, integration processes within Sistema Telecom are proceeding slowly - apparently because its number one goal is the regional development of MTS's cellular business.
The prospects of independent companies (the largest in this series are Global One and Combellga) will depend on the plans of their shareholders. It is possible that over time these operators will also have to create alliances with their current competitors. Otherwise, independent companies will have to be content with a narrow niche - for example, servicing Western corporations operating in Moscow. Operators consider the arrival of a third major player on the Moscow market to be unlikely - there is too little space. “Although everything is possible. The example of MegaFon shows that three large operators can operate successfully in Moscow,” says Muraev.

Heading towards residential areas
It is possible that Moscow operators will soon begin to develop a new market - providing communication services to the population. Communication networks for residential areas are already being built by some Moscow operators - Komkor, MTU-Inform, Comstar.
“The corporate sector is not limitless; sooner or later it will be chosen, and the next stage for wireline operators will be working with the population. Expansion number two
The situation in the Russian outback is more difficult to describe - it varies greatly from region to region. Several of the most economically developed regions actually copy the Moscow market. In industrial centers such as Yekaterinburg, Samara and Nizhny Novgorod, alternative operators are entering into competition with state telephone networks. In regions with low effective demand, there is no serious competition, and all communication services are concentrated in the hands of state telephone operators.
According to the first deputy general director of Teleross, Alexander Kudryavtsev, they are not interested in developing all regional projects: “Teleross has outlets in 70 constituent entities of the Russian Federation, and we are ready to invest money in regional projects. But only in those cities that are of interest to us." It is quite likely that a large federal operator will come to the regions in the near future, since serious regional policies are tough only for powerful national-scale holdings with large investment opportunities. There are three such companies in Russia - Moscow's Sistema Telecom and Alfa Group, plus St. Petersburg's Telecominvest. So far, these holdings are implementing regional wireline projects only to support their cellular business.
One of the likely options for capital holdings to penetrate the regions is the purchase of local wireline operators. This is exactly how Moscow and St. Petersburg companies built their federal cellular networks, so it is logical to assume that they will use the proven strategy again. “Regional wireline operators have already exhausted their resources for development and are interested in attracting investments. And large federal operators just need sites for regional business,” says Alexander Kudryavtsev.

Dragons in the manger
The development of business of alternative operators in the regions is seriously hampered by one problem. They need to decide on connecting their networks to the public switched telephone networks (PSTN). State operators have a monopoly on the telephone infrastructure - this has happened historically in Russia. And if a commercial operator’s network is not connected to public telephone networks, then its business makes no sense. Legally, all operators are equal in matters of access to infrastructure, but in practice there are “more equal” and “less equal” among them. A monopolist can impose draconian conditions for connecting to its network to its “unloved” ones, thereby making their business completely impossible. Similar problems exist even in Moscow, and in the regions things are even worse.
According to the general director of the MTU-Inform company, Said Alimbekov, the main principle of interaction between networks should be the rejection of the policy of discrimination. “Each operator should have the opportunity to connect its network to the PSTN. If this condition is met in practice, then the interaction between operators will become more transparent. Then the problems of technical and financial interaction between operators will fade into the background. As a result, the investment attractiveness of the industry will increase,” says Alimbekov.
In the disputes surrounding the problem of connecting networks, telecom operators have recently broken many spears. However, government regulators are extremely reluctant to address this problem. One of the operators, who asked not to disclose his name, said the following in an interview with Ko: “The Ministry of Antimonopoly Policy, which should resolve this issue, is today keen on regulating tariffs. MAP is practically not involved in regulating the monopoly in the field of network infrastructure. All alternative operators should have equal access to network resources, but there are practically no clear policies, regulatory documents, or procedures for resolving disputes. All these mechanisms need to be regulated in order for real competition to emerge."
The consumer will only benefit from real competition - many companies and individuals in Russia still do not have normal communications only because the regional “dragons” do not want to allow competitors into “their” territory. Moscow telephone operators

The leading Moscow telephone market operator is Moscow City Telephone Network OJSC (MGTS), which for a long time was the only (with the exception of some departmental operators) supplier of this type of service to the Moscow market. The development of market relations led to the emergence of so-called “alternative” telecom operators in the early 90s. Such companies owe their appearance to the poor development of the domestic telecommunications infrastructure, which does not meet modern requirements. Currently, there are more than 50 significant operators on the market; they can be roughly divided into the following groups:

  • MGTS and its subsidiaries;
  • large alternative telecom operators;
  • small alternative operators (as a rule, these are intermediaries that rent channels from large market players).
MGTS is one of Europe's largest local wireline operators, a structural division of AFK Sistema. The company's shareholders are 18 companies. The company itself has 10 subsidiaries, 5 of which provide telecommunications services (MTU, TELMOS, Comstar, Golden Line, Comcor). In 2004, MGTS's subscriber base consisted of about 4.2 million numbers. The company's share in the Moscow fixed-line market is about 80%. The level of provision of capital city residents with MGTS telephone numbers is high: there are 43 telephones per 100 people. This is the best indicator in Russia and full compliance with the international level. The company's corporate clients are Sberbank of the Russian Federation, the Education Committee of the Moscow Government and more than 15 thousand large and small firms. The advantages of MGTS include the presence of the largest and most extensive network in the city and a huge subscriber base, low tariffs, and traditional approaches.

Not long ago, the company entered the IP telephony market, which previously belonged exclusively to “alternatives”. Now MGTS provides long-distance communication services, broadband Internet access, and call center services. In technical terms, service range and quality of communications provided, the company is still inferior to alternative operators.

MGTS operates mainly in the private sector (about 80%), the share of budget organizations does not reach 10%, and commercial firms make up a little more than 10% of the subscriber structure. As a distinctive feature of the subscriber base, one should note its inefficient structure - the most profitable subscribers are concentrated in the sector of alternative operators. Today MGTS is not competitive in the corporate customer market, despite the fact that MGTS's tariffs are 2-3 times lower than those of alternative operators. An analysis of clients allows us to conclude that MGTS services are mainly used by those subscribers who cannot afford an alternative operator.

What are alternative operators and what are the main features of their work? The emergence of the first alternative operators is associated with the arrival of the largest foreign telecommunications companies on the Russian market and the creation of joint ventures on the basis of state-owned enterprises. An example is the creation of a joint venture with the participation of the American company Sprint and Central Telegraph, as well as numerous joint ventures of MGTS with foreign telecom operators and equipment manufacturers. Initially, alternative operators converted the old analogue infrastructure of traditional operators to a “digital format”. Over time, they began to build their intracity telecommunication networks based on SDH and ATM technologies. It is alternative operators who focus on the quality of communication and the range of services provided, rather than their cost.

Clients of fixed-line communication services can be divided into three large groups:

“Alternatives” are mainly engaged in the provision of telephones to the corporate sector, but their sphere of interests also includes the sector of elite private housing. The market for alternative fixed-line operators is estimated at ~$1 billion with annual growth of about 25%. Of this, more than $600 million comes from Moscow.

Comparing the tariffs of leading players for fixed-line communication services for corporate clients (as the most profitable sector of the market), it can be noted that they depend on each individual client and the terms of the transaction. As mentioned above, all major operators have a flexible pricing policy for each individual client. Therefore, most operators do not publish official tariffs or offer individual discounts to tariff plans depending on the type of connection, characteristics of the premises, the presence or absence of Internet access, the number of telephone lines, traffic volume, etc. However, it is safe to say that the larger the client, the more significant the discounts will be for him.
